The people have returned from exile after 70 years. In Ezra 1-4 they begin to rebuild the temple and then stop following opposition. In Haggai the Lord calls them to repent after they have delayed for 16 years in rebuilding the temple. Their homes are cozy but the temple is in ruins. Their lives are seemingly in order, but their worship is neglected.
